China (MIIT): phones/tablets/wearables with a pre-installed agent must pass adaptation and anti-fraud tests for network access (进网)

On 06/11/2026 MIIT published notice 工信厅信管〔2026〕42号 (drafted 24/10): “智能体终端” = phones, tablets and wearables with a pre-installed agent (perception, memory, decision, interaction and execution). It requires: (1) agent↔device adaptation verification; (2) fraud-risk and anti-fraud assessment in the network-access test; (3) a unique agent identity code; (4) agent OTA only after a plan + report + MIIT expert review; (5) stores: the developer declares by electronic signature whether it consents to agent calls — without consent, the agent may not force an app call.
